Animals can bring joy and comfort to our lives. That's why, when problems arise, the Clovis Animal Services Division makes every effort to assist. Animal Services offers its assistance in many situations, including barking and roaming dogs, lost animals, adoptions, microchipping, and any wildlife concerns that occur within the city limits. 

Whenever possible, Clovis Animal Services works to return lost pets to their original owners. When that’s not possible, the division works to place unclaimed animals with new owners through the adoption program at the Miss Winkles Pet Adoption Center, or by way of rescue organizations. 

Our Animal Receiving & Care Center is located at 908 Villa Avenue (behind Letterman Park), on Villa Avenue between Barstow and Bullard Avenues. Business hours are 1 p.m. to 5 p.m., Monday through Saturday. The phone number is 559-324-2450.  Questions about owner surrendered pets and lost or found pets should be directed here.

The Miss Winkles Pet Adoption Center is located at 85 Temperance Avenue (at the corner of Temperance and Sierra Avenues).  Business hours are 10 a.m. to 6 p.m., Tuesday through Sunday. The cost to adopt a dog or a cat is $25.00. All adoptable cats and dogs have been spayed or neutered, microchipped and vaccinated. 

For after-hour emergencies – situations that involve injured animals or the presence of a vicious animal – please call 324-2800, which is the Clovis Police Department’s non-emergency number.

Every effort is taken to place unclaimed animals in permanent homes. At the Miss Winkles Pet Adoption Center, new owners can select from a wide collection of available cats and dogs. At present, hours for the Clovis Pet Adoption Center, located at 85 N. Temperance Avenue (Temperance and Sierra), are 10:00 a.m. to 6:00 p.m., Tuesday through Sunday. 

All pets adopted from the Clovis Pet Adoption Center are spayed or neutered, current on their shots and microchipped before they leave for their new home. Currently, all adoption fees are $25.

Before making the decision to get a pet, spend some time determining why you want one and what type of pet would be best for your family. In choosing a pet, consider your lifestyle, free time, and whether the pet needs to live indoors and be part of the family.

Even if you do not adopt your pet from our facility, please consider the following:

  • Spay or neuter animals before they have puppies or kittens. It is healthier for your pet, less costly for you and you are helping to control pet over-population. 
  • Dogs four months of age or older are required to be vaccinated against rabies and licensed with the City of Clovis. 
  • Dog owners are responsible for ensuring that their animals do not harm or endanger the health or safety of people or other animals. 
  • Animal premises shall be kept sanitary and shall not constitute a fly breeding reservoir, or a source of offensive odors or animal disease. 
What the Law Allows

The laws in Clovis regarding pets are designed for the safety and security of both animals and residents. All dogs must be licensed and vaccinated and all potbellied pigs must be licensed. When off an owner’s private property, dogs and potbellied pigs must be on leash. 

The household limit for the City of Clovis – established for the safety and security of animals and residents – specifies a maximum number of pets.

Lost Pets

If you have lost your pet, we encourage you to contact Clovis Animal Services. An officer may have picked up your pet during routine rounds or someone may have delivered your pet to our Animal Receiving & Care Center at 908 Villa Avenue. Please claim your pet during regular business hours, 1 p.m. - 5 p.m., Monday - Saturday. The phone number is (559) 324-2450. 

In the City of Clovis, licenses are required for all dogs over the age of four months. However, in addition to license tags, a generic identification tag as well as a microchip can help greatly in locating the owner of a stray animal. For $20, Clovis Animal Services will implant a microchip in your pet. Call Clovis Animal Services at 324-2450 to schedule an appointment. 

It is the goal of Clovis Animal Services to place each healthy, unclaimed animal in a new permanent home.
