California Environmental Quality Act Review

The California Environmental Quality Act (CEQA) (Public Resources Code Section 21000 et seq) requires that local governmental agencies, prior to taking action on projects over which they have discretionary approval authority, consider the environmental consequences of such projects.  The purpose of CEQA is:

  • Inform governmental decisionmakers and the public about the potential significant environmental effects of proposed activities;
  • Identify ways that environmental damage can be avoided or significantly reduced;
  • Prevent significant, avoidable damage to the environment by requiring changes in projects through the use of alternatives or mitigation measures when the governmental agency finds the changes feasible; and
  • Disclose to the public the reasons why a governmental agency approved the project in the manner the agency chose, if significant environmental effects are involved.

 Projects

Environmental Assessment EA2009-33 Well Replacement at Letterman Park

The work will include the removal of existing on-site improvements, including several mature trees, playground equipment, possible removal of an unused restroom building, paving, abandonment of the existing well, and construction of one new drinking water well.  The playground equipment may be replaced within the remaining portion of the park.  The construction of the new well involves reverse circulation rotary drilling, well development,  installation of various water facilities including casing, pump manifold, an electrical motor, discharge piping, wellhead, foundations, valves , a programmable logic controller (PLC) panel, motor control center (MCC), supervisory control and data acquisition (SCADA) system, electrical facilities, security lighting, fencing, security gates, and other related improvements and appurtenances.  The work may also involve other specialized improvements including a granular activated carbon (GAC) facility, auxiliary power generator, and sound attenuating walls or structures.  The GAC facility typically involves on-site construction/installation of GAC vessels, one backwash tank, one 5 horse power pump motor, additional piping, electrical opponents and other related appurtenances.  The number of GAC vessels will be determined during well testing.  The Project will be completed in accordance with the California Building Code; City of Clovis Municipal Code; 2000 City of Clovis Standards; Caltrans 2006 Standard Specifications; and in compliance with the California Statures and Regulations regarding drinking water, California Department of Public Heath, the, and the United States Environmental Protection Agency’s (EPA) Safe Drinking Water Act.
